Foundations of Rescue Dogs in Romania
The Canine Training Center in Craiova introduced the specialty of Rescue Dogs in Romania, based on international IRO and FCI standards. These dogs were trained to search for and save survivors from rubble, rough terrain, avalanches, and water. In March, the Center began operating as a Pilot Training and Coordination Center for Rescue Dogs and SAR volunteers.
1994
Cooperation with State Institutions
Recognizing the importance of collaboration, the Center started participating in all actions, demonstrations, and emergency drills organized by ISU Dolj.
1996
Partnership with Civil Protection
A formal partnership was established with Romania’s Civil Protection, strengthening the Center’s involvement in official rescue operations.
1999
International Representation
The Center became a member and Romania’s representative in IRO (International Rescue Dog Organization). It also took on the role of representing Romania and the Romanian Kennel Club in the World Rescue Commission of FCI.
2000
First Global Recognition
The Center was nominated at the World Rescue Congress in the Czech Republic, marking its first international acknowledgment for excellence in canine search-and-rescue.
2003
Partnership with IGSU & Real Operations
A partnership was signed with IGSU Romania. The Center was also invited to take part in real emergency operations, both nationally and internationally, alongside partners such as Civil Protection, ANSMR, ASVSU, the Red Cross, IGSU, IRO, FCI, and ACHR.
2009
Second World Rescue Congress Nomination
The Center was again nominated at the World Rescue Congress, France, highlighting its consistent international impact.
2013
Gold Medal Award
The Romanian Kennel Club awarded the Center the Gold Medal, recognizing its excellence in rescue dog work, international competitions, and educational programs for Romanian society.

Third World Rescue Congress Nomination
The Center was nominated at the World Rescue Congress in Italy, confirming decades of commitment and international recognition.
2022
Golden Plaque & Turkish Embassy Distinction
The Center received the Golden Plaque, the highest distinction awarded by FCI, for outstanding cynological and managerial achievements, international competition results, and the organization of five World Rescue Championships. In February, the Center was honored by the Embassy of the Republic of Turkey, with a special distinction personally presented by the Ambassador in Bucharest, for coordinating Romania’s SAR ACHR Team during the real rescue mission following the earthquake in Turkey.

International Missions (1999–2023)
Over the years, the Center has participated in numerous international missions, exercises, and competitions. Highlights include the earthquakes in Turkey (1999 and 2023) and search-and-rescue operations in Croatia, Greece, and Bulgaria.

CNEC is a member of ACHR/FCI, comprising over 70 members from nearly every region of the country. According to the FCI global database, 20 of these members are authorized to respond to national and international cases.
CNEC includes members who are breeders of purebred dogs, as well as national and international champions in canine beauty shows.
Since 2000, the organization has been developing educational programs for children and young people in collaboration with specialized NGOs, foundations, schools, government institutions, and economic partners involved in such initiatives.
From 1996 until today, CNEC members have been invited to participate in over 200 national and international search and rescue exercises and demonstrations. Among them are: “Govora 1996” and “Govora 2000,” “Oltenia 99,” “Bucur 99,” “Dunărea 2000” in Turnu Măgurele; “Doljchim 2002, 2005, 2007,” “Elpreco 2000, 2009, 2014, 2018,” “Bucur 2001,” “Axiopolis,” “Arpechim 2002,” “Bucur 2002,” the NATO International Exercise – Brașov 2002, Red Cross 2003, Red 2012, “DAEWOO 2003,” “World Trade Center Bucharest” in 2003 and 2004, “Oltenia 2003,” Oltenia – Craiova 2004–2014, “M-D-M 2004–2022,” “Elpreco,” “Doljchim,” “Filantropia” 2014–2024, and, most importantly, real missions involving missing persons in the counties of Dolj, Tulcea, Constanța, Hunedoara, Mehedinți, Gorj, etc.
